Constitution and by-laws

Article i: name

The association shall be known as:
The Western Canadian Blind Golfers Association Inc.

(a non-profit charitable organization, registered under the society act of a western canadian province).

Article ii : objective:

To develop and promote golf along with true sportsmanship amongst blind and visually impaired individuals in western Canada.

Article iii: executive:

The executive body shall consist of the following:
Past president,
President,
Vice-president,
Secretary/treasurer,
And one elected representative from each western province.


Article iv: duties of the executive:

1. Past president:
Shall give advice and assist the executive whenever necessary.

2. President:
A) Shall preside at all regular and executive meetings of the association

B) shall sign the minutes of such meetings as confirmed

C) shall sign all official documents of and for the association

D) shall cast the deciding vote in the event of a tie.

E) must be a signing officer for the association and appoint two others from the executive excluding the secretary/treasurer

F) shall be responsible for coordinating all activities of the association and to seeing that there is harmony within the membership.

G) shall be a member in good standing.

H) shall appoint the secretary/treasurer.

I) may, at his/her discretion, present a small token of appreciation to the secretary/treasurer at the annual banquet.

3. Vice-president:
A) Shall be a member in good standing.

B) can be a signing officer.

C) shall carry out any duties as assigned by the president via liaison with the general membership.

4. Provincial representative:
A) Can be called upon to fulfill the duties of vice-president

B) can be assigning officer

C) shall carry out any duties as assigned by the president

D) shall be a liaison between the general membership from their respective province and the association.

E) shall be elected by golfers residing in the same province to act as a representative for the province when dealing with any and all W.C.B.G.A. business matters.

5. Secretary/treasurer:
A) Shall take minutes at all association meetings, general and executive.

B) Shall be responsible for all incoming and outgoing correspondence for the association under the advisement of the president retaining such copies for the association files.

C) shall collect all dues from the members of the association.

D) shall be responsible for the mailing of all correspondence, re: appeal letters, acknowledgments, thank you letter, donations, receipts tournament information.

E) Shall be responsible for maintaining a complete set of financial records in accordance with recognized accounting procedures.

F) Shall be responsible for all banking and financial transactions pertaining to the association under advisement of the president.

G) Shall be responsible for all financial transactions pertaining to the association's annual tournament under advisement of the president.

H) Shall present a complete financial statement at all meetings of the association.

I) Shall be responsible for keeping, maintaining and updating all association records.

J) Shall be responsible to the president to uphold and maintain all delegated duties pertaining to the smooth operation of the association.

K) Shall receive an annual honorarium from the association.

Article v: election of officers:

election of officers shall take place at the association's annual general meeting every two (2) years.

a. term of office shall be for a two year period.

b. If the president is unable to fulfill his/her years in office, the vacancy will be filled by the vice-president. If the vice-president is unable to fulfill his/her years in office, one of the provincial representatives will assume the duties as appointed by the president. Should the president and vice-president be unable to fulfill their duties, the remaining executive shall complete the term.

c. the secretary/treasurer shall be appointed by the elected president.

Article vi: meetings:

1. The annual general meeting of the association and executive meeting shall be held at some time during the W.C.B.G.A. annual tournament, at such place and hour as the president shall designate. Reasonable notice shall be given to the membership setting forth the agenda, time and place of said meeting.

2. at all meetings of the association, all members in good standing shall be entitled to vote.

3. attendance at the annual general meeting is required for those WCBGA members who play in the annual tournament and expect to receive reimbursement for tournament expenses.

4. resolutions for the AGM shall be submitted by the provincial reps to the president and secretary no less than forty-five (45) days prior to the AGM. Resolutions shall be distributed to the members immediately after the passing of the due date.

5. WCBGA allows associate memberships from Canadian golfers outside the four western provinces; therefore those associate members in good standing will have a voice and a vote in any business regarding the IBGA., and therefore those associate members in good standing will have a voice at the wWCBGA annual general meeting.

Article vii: conduct:

1. The acceptance of membership in the association shall bind each member to uphold all the provisions of the by-laws and other rules of the association and to accept and enforce all rules of the association, and to accept and enforce all rules and decisions of the executive committee acting within jurisdiction.

2. the association will not assume any liability for injury or accident and/or any misconduct by a WCBGA. member, coach or official in public or otherwise. Any damage to public or private property will become the responsibility of the person in question.

3. any member who conducts himself/herself in a manner which is detrimental to the association's harmony shall be asked to explain his/her actions. They shall be warned once, and if this conduct continues, they will be removed from any further activities until they can meet with better conduct.

4. Individual golfers and/or groups of golfers shall not solicit lions clubs for donations to support themselves or their group.

5. any member failing in it's obligation may be suspended or expelled by a majority vote of the executive committee, provided such member shall have been given due notice of the charge(s) against him/her and an opportunity to be heard in his/her own defense.


Article viii: association and tournament eligibility:

1. To join the association, a person must be legally blind. Is fact must be borne out by current sight classification criteria established by the international blind sports association stipulating visual field/acuity, which report to be sent to the secretary/treasurer of the association.

2. both totally blind and partially sighted golfers are entitled to full membership status.

3. Membership fees

i. Membership fees of $25.00 per annum must be submitted to: the secretary/ treasurer of the association on or before may 1 of each year.

ii. Members who are late submitting their membership or tournament entry fees shall be charged a penalty of ten (10) dollars.

iii. fees in arrears up to a maximum of two (2) years shall be sent to the secretary/treasurer of the association to become a member in good standing. Arrears do not include the current year's fees.

iv. New members membership dues will be accepted up to four weeks prior to WCBGA. championship tournament.

4. a championship tournament is held on an annual basis in a location within western Canada and may be hosted by a lions club(s) in that area. If no lions club(s) can be found to host the tournament, any other service club(s) or combination of service club(s) can host the event. Eligibility for participation at these tournaments requires holding membership in the association prior to the date of the tournament as well as meeting the criteria set forth by individual provinces.

5. WCBGA will cover accommodation cost as per association guidelines for the association will provide golfer and coach attending the annual WCBGA tournament. Except in the case where funds do not permit, association funds will be used to cover the following "outside" nament costs:

a. accommodation costs for invited USBGA. Annual tournament representative according to association guidelines.

6. Any member of the w.c.b.g.a. receiving an invitation to attend a funded non-w.c.b.g.a. tournament within or from outside canada should turn over the invitation to the w.c.b.g.a. executive. A decision will be made as to which golfer should be eligible to represent the association at the paid for tournament in question.

7. The winner of a w.c.b.g.a. low gross b1 category is eligible to attend next year united states blind golfers association tournament. The runner-up is eligible to attend should the winner be unable to do so.

8. winning a w.c.b.g.a. low gross b1 category is not an automatic invitation to play in the u.s.b.g.a. tournament. It is strictly by invitation. Should no representative from the u.s.b.g.a. be received, no w.c.b.g.a. representative shall attend. Accommodation expenses to such tournaments are covered by the u.s.b.g.a.

9. The wcbga will pay the necessary fees to be a member of the international blind golfers association (.i.b.g.a.)

Article ix: annual w.c.b.g.a. tournament:

1. Every w.c.b.g.a. member participating in the annual w.c.b.g.a. tournament shall pay a $100.00 entry fee.

2. A) each golfer is responsible for establishing and providing a r.c.g.a. handicap factor, either a current signed r.c.g.a. card or a current copy from their home golf club showing latest rounds and handicap factor. Record to be kept in w.c.b.g.a. files.

B) if a member does not have a certified handicap index established, he/she will not be allowed to compete in w.c.b.g.a tournaments.

3. that incorporate the allowable maximum handicap index for all categories be in accordance with the maximum handicap index established by the international blind golf association.

4. for tournament play, the scoring procedure will be as follows:

All rounds will be played in accordance with the rules of golf, in conjunction with the modifications of the rules of golf for golfers with disabilities.

Golfers will compete in three distinct internationally adopted sight classifications: b1, b2 and b3. Each sight classification will be divided into a separate male and female category.

5. A championship trophy/plaque shall be presented to the low gross winner of each sight category. The top overall winner shall be given a trophy/plaque.

6. a maximum of twelve (12) golfers per province be allowed to participate in the w.c.b.g.a. tournament, each province will determine its own participants.

7. should the president of the association not qualify through his/her province, he/she will be allowed to play in the annual w.c.b.g.a. tournament. However, he/she will not be eligible for any prizes/awards scheduled for the event.

8. The winners of the individual categories of the annual w.c.b.g.a. tournament shall be invited back to defend their titles the following year. They will receive travel and accommodation reimbursement as per association guidelines only if they qualify through their province.

9. any golfer who does not qualify to play in the w.c.b.g.a tournament through his/her province may not participate at their own expense.

10. International golfers may be invited to the tournament if funds and space allow. Such guests will be accepted as competitors in the tournament eligible for all awards with the exception of qualifying for ibga championship tournaments.


Any specific invites by the w.c.b.g.a. u.s.b.g.a. etc. Will be eligible to participate in the championship tournament and will be eligible for prizes/awards.

10. Every golfer must be accompanied by his/her own coach.

11. all rules, regulations and golf etiquette that apply to sighted golfers shall also apply to visually impaired golfers except:
a. blind/visually impaired golfer may rest his/her club in a hazard when playing out of a hazard.

b. when a blind or visually impaired golfer is addressing the ball, his/her coach must always be behind the play.

12. An on course tournament marshal shall be utilized to enforce the rules pertaining to slow play.

13. A golfer is responsible for his/her own equipment when attending a tournament. The association does not provide golf clubs, golf balls, tees, shoes, bag or any other golf equipment nor will it provide expense money to rent such equipment.

14. the president of the association shall have the authority to rule on any matter that arises during a tournament.

15. The executive reserves the right to limit the number of invited participants.

16. Annual w.c.b.g.a. tournament expenses are calculated as follows:

a. one motel/hotel room for three (3) nights lodging for golfer and coach.

b. should it be necessary to stay over an extra day to acquire the advanced air fare saving, the association will then be prepared to pay one more nights hotel/motel lodging cost.

c. should the golfer live within the community where the tournament is being held, no travel money will be granted.

d. should the golfer choose to travel by personal car, mileage will then be calculated and paid on distance traveled (to and from the tournament) times twenty-five (25) cents per kilometer per vehicle. This amount shall not exceed 50% of two economy air fares.

e. should more than one golfer and coach elect to travel in one car, only one car travel subsidy will be allowed.

Article x: funding:

that all funds from international blind golf association come through western Canadian blind golf association

The above constitution and by-laws reflect all changes and corrections up to and including the 2005 annual general meeting.
